Right of First Refusal bills are believed to be dead this year in the Oklahoma legislature, but the topic remains alive in Kansas and debated in other states.

Oklahoma had two such bills filed in the session but neither progressed beyond an early March legislative deadline. Both would have allowed the “right of first refusal” for utilities involved in new regional electric transmission projects.

The topic remains alive in the Kansas legislature according to the Kansas Reflector.
